In recent days, experts have confirmed that VOCs is an important factor for fog formation, and petrochemical VOCs have become the focus of air pollution control.
Some provinces and cities suffering from fog and haze gradually put VOCs treatment on the agenda. Beijing, Shanghai, Jiangsu, Anhui, Hunan, Sichuan, Tianjin, Liaoning, Zhejiang and Hebei have successively issued documents to levy VOCs emission fees. The charging standard will be based on the VOC pollution control measures taken by the polluters, and the differentiated charging policy will be implemented. During the 13th Five Year Plan period, we will strive to include VOCs in the total emission reduction indicators, vigorously promote the comprehensive remediation of VOCs in key industries such as petrochemical, plastics, printing, furniture, etc., reduce VOCs emissions from the source, and improve air quality. Taking Beijing as an example, the VOCs emission charge standard of petrochemical enterprises is 10 yuan / kg, which was implemented in the middle of 2016
With the market warming up, a large number of newly registered VOCs governance enterprises have emerged in China, many of which have been transformed from other industries such as dust removal, desulfurization, denitration, detection, etc., such as clean environment, poten environment, etc., as well as some overseas enterprises and agents of overseas enterprises. According to industry estimates, if all goes well, the VOCs governance market is expected to exceed 150 billion yuan during the 13th Five Year Plan period, and there are 200-300 enterprises engaged in VOCs governance in China
Petrochemical industry is the first industry to be "favored". According to the statistics of the Ministry of environmental protection, the total VOCs emission of petrochemical industry in 2015 was 5.33 million tons, with a contribution rate of 42.2% to the VOCs emission of industrial sources
In fact, as early as the beginning of the 12th Five Year Plan, industry insiders called for VOCs filtration system to be included in the atmospheric environmental protection agenda. According to an estimate by the Ministry of environmental protection, the investment demand for key air pollution projects in the past five years is about 350 billion yuan, of which 61.5 billion yuan is for industrial VOCs treatment projects. Nearly half of the investment demand comes from the governance of petrochemical industry, including refining, olefin production and PTA. The investment demand is 40 billion yuan, which will be further increased during the 13th Five Year Plan period
With the rapid growth of vehicle ownership and the construction of strategic crude oil reserves, the number of domestic oil depots and stations to be built in the future will increase year by year. However, the application of oil and gas recovery filtration system in China is still in its infancy, and the market saturation rate is only 20-30%, which will undoubtedly bring huge development space for oil depot and oil station oil and gas recovery. In addition to the need for enterprises to adjust their attitude, change their mode and adapt to the new market environment, the imperfection of policies should not be ignored. Last year, the petrochemical industry issued industry standards, mainly for oil refineries, methanol to olefin filtration equipment, and methanol to PTA projects. The results showed that this standard did not play a substantial role in promoting.
This is a universal standard, just like the environmental quality standards of water and atmosphere. He's the end of the line standard. In essence, there should be corresponding control standards for industrial development, because the control standards are formulated for the emission of pollution sources, and there will be a standard and a definition in terms of quantity. Now that the air and water have control standards, which restrict the emitters, they have created a corresponding upgrading market, which is the main driving force of the future market. But now the VOCs market is still very primary, and the constraints on enterprises are limited, so the market scale is limited. "At present, no enterprise has started to declare VOCs emission indicators, and key enterprises do not know how to do it." Guo Sen, senior engineer of the environmental engineering assessment center of the Ministry of environmental protection, said. The root cause of the difficulty in implementing the standard is the unclear definition of VOCs. "Not to mention the standard, even our definitions of VOCs are various. The EU defines VOCs from the perspective of vapor pressure, the World Health Organization defines VOCs from the perspective of volatility, and the U.S. Environment Agency defines VOCs from the perspective of photochemical activity," Guo said. But the characteristics of different substances are different. There is no relevant technical specification for sampling materials and sampling frequency. "
There are also omissions in the monitoring process. Some insiders said: "at present, the monitoring frequency of enterprises cannot achieve the effect. We stipulate that enterprises should do VOCs inspection every quarter, but in fact, most enterprises have done it once a year. This leads to the missing of some parameters that need to be accounted for. "
At present, in the VOCs treatment of petrochemical industry, refining and chemical projects account for a large proportion, mainly in refining and chemical sewage filtration system. The wastewater treatment is mainly reinjection, but it is decided by the technical factors of reinjection, and more importantly, it is related to the management level of the enterprise.
