On December 9, it was reported that the environmental impact report of the 2 billion cubic meters / year coal to natural gas filter project of Yili Xintian Coal Chemical Co., Ltd. was approved by the Ministry of environmental protection of the people's Republic of China (HS [2016] No. 162). The project became the fourth coal to natural gas filtration project approved by EIA in 2016. It is reported that the 2 billion cubic meters / year coal to natural gas filter project of Yili Xintian has been fully prepared before commissioning. At present, the combined commissioning of the unit has been completed, and the commissioning is expected to start this month.

Yili Xintian Coal Chemical Co., Ltd. is a state-owned joint venture company jointly invested and established by Zhejiang energy group and Shandong energy Xinwen Mining Group. It is located in Yining City, Yili Kazak Autonomous Prefecture, Xinjiang Uygur Autonomous Region, in which Zhejiang energy group holds 55% shares and xinkuang group holds 55% shares It holds 45% of the shares and is controlled and managed by Zhejiang energy group

Solutions to the problems in the notice of disapproval by the Ministry of environmental protection
In response to the problems raised by the Ministry of environmental protection and the evaluation center of the Ministry of environmental protection, the construction unit actively carried out the transformation in accordance with the latest environmental protection standards:
On the basis of the original environmental protection investment of 1844.5 million yuan, a new environmental protection investment of 921.6 million yuan was added. It is proposed to build a rigid temporary storage pool with an effective volume of 210000 square meters in the northeast of the plant area and the north of the sewage treatment workshop to replace the 1 × and 2 × homogeneous earth dam temporary storage pools in the original scheme, greatly reducing the environmental risk to the Ili River
Adopt the integrated technology of ultrasonic desulfurization and dust removal, remove 4 sets of flue gas bypass of desulfurization system, adopt SCR (three-layer catalyst) denitration technology, and implement the most strict ultra-low emission standard in the self provided thermal power station four years in advance
Two sets of regenerative oxidation devices are added in the low-temperature methanol washing and gasification plant area to collect and treat VOCs and reduce unorganized emissions
Add 6 sets of dust tar three-phase separation filter system
A set of sludge drying line with a daily treatment capacity of 30t / D is added
At the same time, combined with the existing problems in the trial production process of coal chemical enterprises, the design optimization of the process unit area is carried out:
The breathing gas discharged from about 2000 breathing valves is connected to the torch or RTO device for treatment, greatly reducing the unorganized emission of exhaust gas
The gasification Cold Flare will be cancelled, and the start-up waste gas automatic filtering equipment will be connected to the gasification start-up flare
A new set of biological deodorization device is added, and a photocatalytic unit is added to the biological deodorization device to improve the removal rate of volatile organic compounds
A set of sulfur recovery and filtration device is added to prevent the accident acid gas from being directly discharged into the acid gas flare
Improve the three-level prevention and control system, add 4 end accident buffer pools with a total volume of 39100 cubic meters, and use the original effective volume of 2.45 million cubic meters waste water temporary pool as the fire risk emergency pool in the park.
